Sevenoaks District Council, as the District Planning Authority, pursuant to powers in the above mentioned Act and Order, HEREBY REFUSES PLANNING PERMISSION for the development described above, FOR THE FOllOWING REASON(S) :

The land lies within the Green Belt where strict policies of restraint apply. The proposal would be inappropriate development harmful to the maintenance of the character of the Green belt and to its openness. The Council does not consider that the special circumstances put forward in this case are sufficient to justify overriding the advice and guidance contained in Planning Policy Guidance Note 2.

The land lies within an Area of Outstanding Natural Beauty. The proposed dwelling by virtue of its design, scale and visual appearance would detract
from the character and appearance of that area. This conflicts with policy EN6 of the Sevenoaks District local Plan, the advice within PPS7 and PPS1.
